It is an East Cardinal Mark, which means it is placed to the east of a danger area, so you, in your ship, pass to the east of it to stay safe. As we are on the west coast, this was as east as it could get! :D
It was picked up a few days later, when the weather had calmed down, and presumably put back in it's rightful place.

Awesome shot of what good ol' Mother nature can do in her fury!! Glad it was put back for those who would need it when sailing in that danger area.
